If you have not selected construction as your profession you are stuck at the Untrained Level. Otherwise you progress as specified.
When you opt to build between sessions you roll on the table below for the amount of gold you earn as payment for working on other peoples' projects. Alternatively you can apply Profession Progress directly to any building and it counts as a gold donation of equal amount.
